So maybe it's an EMO COLLAR? If it is you'll need to make the adjustments your self, as seen in pictures, there is currently no fastener, or lock. Where qtip is approx. 2 inch tall give or take a little
Im not sure,but it is absolutely heavy, maybe 10 pounds? But im not good at things like that , so don't take my word for it... but in my best opinion, it is 10 plus lbs. It's pretty creepy make a great HALLOWEEN PROP
